What can you tell us about that?

Joerg: A large part of Fedora contributors are working with volunteers around the world who kontirbojnë with their expertise in Fedora. During the past two years, Fedora Project has managed to establish more and more relationships with new contributors from regions in Africa and other eastern bloc.

We have valuable contributor in Russia, Romania, Hungary and even have begun preparations for a translation marathon in Kyrgyzstan, but we also have the African contributors to Ghana, South Africa, Mozambique and Nigeria.

We have made first steps in the Balkans earlier this year by Mozilla conference in Skopje, and through Mozilla conference in Ljubljana this weekend - and now with our observation of the Conference on SFK10 which was held in September 2010 and new members from Kosovo, we are happy to support a new region.

New: Fedora, as many contributors dry enough support, but tell us how it is slightly more community support for FLOSS in our region?

Joerg: In the first Fedora Project wants to enable people to complete their work - whether it is user or developer. Joerg: Institutions as FLOSSK, FSFE, but also FOSSFA LUG, I see as a reflection of the FOSS ecosystem with a lesser extent regional, and think the work done by these groups is necessary to spread the idea of software with Open source and quite often people who are part of these groups are the pioneers for the Fedora Project in their region, and if we activate Fedora contributors to these groups, it is a good thing for all - contributors, and its Fedora Groups -in!

We have groups within the Fedora Project as Fedora Ambassadors Steering Comitee responsible for the resources that benefit contributors, when they have to finalize something. Only meeting face to face with other contributing events can bring about miracles-this is why in addition to producing Swag, many resources are spent to support travel. While Red Hat has training centers or partnerships with almost any region in the world, with a commercial background, Fedora is intended to enable public and educational institutions to teach open source and to offer young people the opportunity to build a career FOS !.

PCWorld Albanian: What does Fedora about free software movement and open in Kosovo?

Joerg: As in most regions, even in Kosovo has a core of people who commit themselves to disseminate this idea - and these also are said by the information that I have received asking others.

Joreg Simon was born in 1971 in Gera, Thuringia (East Germany). He now lives in Baden-Württemberg, and his first contact with things related to technology was in the mid 80's, during school. At 90-years I he joined the German Army for 12 years where he was NCO in the unit of data processing in the first 4 years and was trained and worked in programming leading UNIX computers. He changed the unit and went into a system UNIX-based GIS to display the location and Situation in battles scenarios. At the same time in 1996 he worked with several distributions of Linux to join the smaller units in regional Information System, supported by a colleague and friend. During this time he evolved to a dedicated part of his life FOSS world. In 2004 he moved to the HIC AG as a Security Advisory. From 2004 to 2006, he joined the working group to display Idap new schemes, new concepts and encourage interaction Idap various FOSS projects. During this time he joined the Fedora project. Teaming FUDCon started with his first in 2005, he is also contributing to multiple groups Fedora Project, where he also serves as FAmSCo ViceChair. my ideas for kosovo and open goverment

My suggestion of the governments of the world is to make sure that the people of the country can be free, free from licenses, free from patents, and free from being forced to install and buy software from microsoft or anyone who charges money for the license of the software.

Microsoft Dot net is a nice thing of course, but it really limits the future of
businesses that use it.

For a small company to buy all the licenses to run dotnet, it will be expensive,
to pay for licenses of the operating system, the database and the webserver you will need money.

Kosovo might want to learn about these things, and you should know how to use dotnet of course via mono and dotgnu, but it is dangerous how they are currently doing it.

Instead of buying licenses they should be translating and using linux and
free software that does not have patent or license restrictions.

The should be teaching people about copyright and law, and how they can
protect themselves.

People should not learn to use software they cannot afford, the more people
learning to use expensive, thus pirated software, the longer and harder it will be
for them to become legal and free.

The people of kosovo are living in a ghetto of illegal software that limits
their chances, they cannot open up business or start web companies legally
with this illegal software. they cannot join the European Union like that.

The people are learning technology from the 90s in university, and the
technology of today is not microsoft, microsoft is dying. open source and
linux is the future.

Here are the steps that I would like to see done :

1. implementation of a creativecommons.org license for kosovo.

2. clearly make all public data from the government under a public domain or creative commons license.

3. make all data from the government in an open and standard format, not in microsoft word format.

8. the universities should be publishing course like ocw.mit.edu in a public
manner. Also they should be using these technologies.

9. there are hundreds of open source projects that need funding for
translation, the government should be funding these instead of giving money
to Microsoft, oracle and cisco. That would build up skills in kosovo instead
of giving money to foreigners.

On Sept.11/12 2010 Flossk.org with flossal.org and Universiteti i Vlorës is organising the first Software Freedom in Balkans Conference.

The Free Software in Balkans (FreeSBalkans) conference is an annual event, which will gather a regional audience once a year for lectures and presentations by a variety of international and national professionals who will present the latest developments in the global FOSS community. It will travel from country to country, year to year to different locations. The first conference of this kind is going to be hosted by the University of Vlora, in Albania. By starting in Albania, we hope to help create a community there that will continue next year to host it’s own conference.

Invited are be speakers from and speeches from the whole Balkan area. Special focus will be on FLOSS in public administration.

Software Hacking Rooms for different projects are planned. The SFK09 had speakers from 16 countries, mostly from the Balkans, we hope that they will come again and bring more people.

The conference Free Software in Balkans is aiming to be an annual meeting of the free software users, developers and supporters in the Balkan countries. It will travel from country to country, year to year to different locations. The Conference will gather professionals, academics and enthusiasts who share the vision that software should be free and open for the community to develop and customise to its needs, and that knowledge is a communal property and free and open to everyone.

The conference will be a traditional event, which will gather a regional audience once a year for lectures and presentations by a variety of international and national professionals who will present the latest developments in the global FOSS community. The conference should bring all the activists from the Balkans to one place for cooperation.

The conference will also be used as a meeting point for a network of individuals, associations and companies with the aim of sponsoring and initiating projects which benefit the people of Balkans, by establishing it as one of the European centers of FOSS, which should result in commercial benefits for the Region.

Other aims of the conference are to introduce Balkan businesses and public to low cost alternatives to expensive proprietary software, to train local people in the latest developments in software and social-collaboration tools, to promote respect for legal licenses, and introduce the public to the best methods for localization of software and knowledge. The first conference of this kind is going to be hosted by the University of Vlora, in Albania. The idea of the Balkan conference comes from Flavia Marzano and James Mike DuPont.

The organizers are the University of Vlora, the FLOSSK (Free/Libre Open Source Software Association of Kosova), FOSS-AL (Free and Open Source Software Association of Albania), and the Albanian Academy of Sciences.

Why should you come to Albania to promote free software, open knowledge and open society?

The Albanians are a very interesting people with a long history. Their land is mountainous, but with a wonderful Adriatic Coast and the country is very beautiful. It is well worth the trip and the people are also very friendly and welcoming.

Albania has been unfortunately historically cut off from the world, there has been very little contact with the “West” before 1992, since then they have been working on establishing better relationships with the rest of the world. The reason why I mention this in the beginning is that it is very important to understand why there has been so little collaboration with the FLOSS world, it is, I believe, because there has been very little contact and interaction in the past. The exchange of ideas and free travel has been limited, and there is very little knowledge for example in America, where I come from, about Albania. I have been working the past two years on improving this situation and helping people there make positive and enriching connections with others, and that is also the reason why I am writing this letter. I would like to encourage you all to find our more about this great place and people.

The people of these regions cannot travel to Europe, most of them cannot get a visa to enter Europe, even if they are working on EU integration, they cannot visit the great free software events and even if they have a visa, the cost of travel is prohibitive. That is why we have to create events in the region, ideally there should be many events and also training possibilities for the people. If we cannot come to these events, we should make videos and also a document for translation that can be presented instead.

The purpose and goals of the conference are:

To be a pleasant experience for all the participants and speakers.
To help the free software users and developers in Balkans to exchange experiences and ideas between them, to set contacts and relations, and to increase the collaboration and cooperation between them.
To promote in the Balkan countries Free and Open Source Software, open and participatory knowledge, information technology education, free culture and open society using open and free communication standards.
To introduce Balkan businesses and public to low cost alternatives to expensive proprietary software, to train local people in the latest developments in software and social-collaboration tools, etc.

Considering the pioneering nature of this conference, the focus will be on the following topics:

What you can do

We would like you to consider to come to Albania to speak and visit the region at our conference this year. Ideally you would come to the conference in Vlore and the second one in Prishtina http://kosovasoftwarefreedom.org/ and we would also make some workshops in the one and one half weeks in between. Ideally we will be able to find sponsors who will provide donations to cover the travel expenses. For that we need to have a list of good speakers to present to the possible sponsors. This dilemma can be solved by finding people like you who would be willing to speak in September on the 11/12 in Vlore Albania.

We would like you to create videos lectures that can be shown at the conference, if you cannot come in person. A lot of the people in the region do not have good skills in reading and writing English, and having to use texts written in English is difficult, we want to translate and localize the documentation of key projects into Albanian, but also create training videos. The plan is to produce introductory videos so that people don’t have to read but can watch and listen. The ideal is to have the text of the videos spoken and written so that we can create localized videos based on that.

our goal is to create more awareness for FLOSS in the (South eastern Europe/Balkans) we have been working with the regional groups. Of course many of the other countries are far more ahead than Kosovo and Albania and have already established legal entities. We want to get representatives from the various free software groups come to our conferences, both international and regional groups should be represented.

Authors are encouraged to also submit papers on any other topic not listed above but related to free and open source software. Although the scope of the conference is the region of Balkans, speakers from any part of the world (especially from EU and US) are welcome as well.

Richard Stallman. At the invitation of the association FLOSS Kosovo, on June 4 the founder of the Free Software Foundation - Richard Stallman will come to Kosovo.

Stallman was a member of the famous hackers in the prestigious American university MIT. Since the mid-1990s, Stallman has spent most of his time advocating for free software, and software patents in fighting what he sees as excessive extension of copyright laws.
Stallman has also developed a number of popular software, including the original-in Emacs, the GNU Compiler Collection and the GNU Debugger.
Although Stallman failed to clinch the operating system started, tools and philosophy to develop during that journey he was joined in GNU / Linux and other similar projects by millions of individuals across the globe.

In Pristina Stallman comes at the invitation of FLOSS Kosovo , Kosovar Association for free software and open source.
In a lecture to be held at the National and University Library starting at 18:00, the topic will be Digital Free Society, by distinguishing the digital society created what is as important as the creation of its own.

FLOSS Kosovo is a new organization founded to promote free software and other similar movements as the Wikipedia encyclopedia in Kosovo.

Your proposal will need to include:

* Your name and bio info (include a bit about your qualifications regarding your presentation topic)

Need for a community center in Kosovo

I would like to ask you to help me with a new idea for kosovo.
to create a community center for students to have a place to organise events and meet.

In America it is normal to have student clubs, extra curricular activites and events. In Kosovo there are no places for students to meet and work together.

We would like to create an space where students can meet under supervision that they have access to computers, internet and have tables, projector and such.

We would have an application process for individual groups to apply and get access to the rooms.

It would be available for all groups to meet.

Please consider helping out with this, we need to raise some funds to get a place, ideally a building for this. In the beginning It could be a rented place.

How to turn software "Pirates" into pioneers

A business view of Free / Libre Open Source Software for the Balkans.

Many of you have heard the term “Open Source” or “Linux”, maybe even “LAMP”, and some of you already know more about it.

Let me tell you the most important things to know.

Software is basically a recipe or mathematical formula for doing something in a specific domain of expertise that is recorded in a language that can be processed and executed by a computer. We have had this type of information long ago before we had computers to execute them and before we had the means to distribute them. Let's go over a brief history of information sharing.

The oldest examples of information recording and copying are the ancient dances and songs, legends and sagas which are passed verbally from one generation to the next. Information was recorded in song before people had writing, and after that on clay tablets and on paper. Copying information meant traveling to a school or hiring a trainer. Printed books have dominated the recent modern history, and for many reasons, they are still the main means of distribution here in the Balkans. More recently, the cost of copying has been reduced to a fixed cost of a computer plus a flat monthly Internet fee that many can afford.

In the past, the sharing of software programs used to be a common thing: the computers where enormously expensive, and the software was rare.

On Feb 3 1976 Microsoft published the Open Letter to Hobbists http://en.wikipedia.org/wiki/Open_Letter_to_Hobbyists that proclaimed the beginning of the software industry, his goal was to create quality software and books that could not be done with the current free copying.

For companies, it is very difficult to understand how money can be made from all of this.

The harsh reality is that in the Balkans there is little respect for the legal restrictions placed on information when there is no one to enforce it locally.

There has been no expensive copyright education and enforcement campaign put in place like you will find in USA and Germany.

So the situation is that most people have digital information in the form of software and media in the value of tens of thousands of euros and the only cost they have to pay is the relatively low cost of distribution.

The distribution cost, as we mentioned earlier, is the cost of a computer which can be bought used starting at 50 Euros in shops which collect them from the rest of Europe. The other cost is 1-3 euros for a software CD or DVD from a “CD” shop. These CD shops are selling contraband without any respect for copyright or licenses. They are proper shops with mailing addresses and shop owners who are feeding their families and supposedly paying taxes on these “profits”.

In Greece (a EU member) and Belgrade, I did not see these CD shops, but the street vendors and people with stacks of DVDs were not harassed by the police. I was told by people in Greece that no one buys copies of Windows there and that copyright is not respected at all.

This behavior is tolerated by the large software companies and media industry: the result is that people who are allowed to copy the software freely become its biggest future customers. The software industry has the hope that one day these people can be convinced or forced to buy licenses when they have the money and have been locked into the platform. This is certainly easier to enforce with large companies and governments. Given that the people know only the pirated software, know of no alternative and have no support in exploring alternatives, the large companies have no other choice but to use legal versions of the software that the people are trained in using. Even education institutions are teaching people to use software that they cannot afford to buy, forcing their students to become pirates.

Now, lets present the idea of FLOSS – Free / Libre Open Source Software and how it fits into this world.

In 1974 University of California at Berkeley aquired a version of Unix from ATT http://en.wikipedia.org/wiki/Berkeley_Software_Distribution which was the basis for the Berkeley Software Distribution (BSD).

In September 1983, the GNU Project was announcedhttp://www.gnu.org/gnu/gnu-history.html to create a free replacement for UNIX which at the time was standard operating system for internet servers.

On August 25, 1991, Linus Torwalds announcedhttps://netfiles.uiuc.edu/rhasan/linux/#In%20The%20Beginning that he was working on a kernel called linux. This combined with the GNU tools creates what we now know as the GNU/Linux Operating system.

To gain access to the classical words of the ancients, you no longer have to travel to a large library, or have photocopies, you can read them on http://wikisource.org, http://www.archive.org/ , listen to them read to you on http://librivox.org/ or watch videos on them on Youtube and other video servers. In many ways, technology has reduced the gap between the more developed and less developed. The cost of training has been reduced for some skills, with large communities meeting online via email, chat, webcam and forums. One can access the same internet tools in Prishtina as in Boston and cheap bandwidth allows perennial presence from anywhere in the globe.

Free / Libre does not mean cheap or low cost. It means freedom and liberty. The freedom to read, understand, change and distribute the software at your own pleasure.

Open Source means that you have access to the source code. These two names are separate groups in the software world which are working on software projects under a variety of licenses. The combination of all these software packages that you can freely download and use, you can freely read the source code and the major difference are in the modes of distribution and how derived works are handled. Each project has a different means of funding, a different business model. Some projects are private projects done by hobbyists. Others are foundations that hold source code and are funded by commercial companies. Others are software that is sold in a commercial variant with more features and offered for free in a basic community edition.

The cost of the FLOSS software is the same as the pirated copies, except that you are legally allowed to copy the FLOSS software. The major advantage is that you are allowed to change the software yourself, to customize it to your needs and to learn how it was made. This advantage for some people outweighs and perceived disadvantage or failings of the software.

The difference is that the software has been built by a community of people who are contributing their work towards a common goal. Some of the software is better than the proprietary counterparts, some is not as good. The difference is that the successful FLOSS software is constantly being updated and worked upon. The problems in the software (bugs) are being fixed by the community at a rapid pace.

How can this work ?

Many of these people who are contributing the code are being payed to do so.

The major motivation for software developers to contribute to FLOSS is to make a name for themselves and to get a high paying job. Many work on FLOSS software as a hobby and the very best work on it full time.

The major motivation for companies is to have more control over their costs. Instead of paying for expensive software updates or being stuck with old versions, companies are given the option to hire programmer to fix problems that they consider important. Customization of the software is a new option that many cannot imagine after years of using outdated pirated software.

Even the idea that they can help translate the software into Albanian or add their new country to the country list and their home town to the city list is unimaginable to most people. With FLOSS you have these options available to you, because you are encouraged to change them. Companies can purchase support, but more importantly here in the Balkans, they can train their own support for much cheaper. There is also a huge free support network on the Internet that is willing to help people here if properly accessed.

Now the companies who will benefit the most from FLOSS are the ones who are not in the software business. This is the paradox. The people who need software to run their business are the ones who gain the most. The people who sell licenses or boxes of CDs might lose out in the long term if they cannot provide services as well. The main money to be made is in the services market, training customization and maintenance. There is no get rich quick scheme.

FLOSS turns the “pirates” into stakeholders by giving them full rights to the software and media that they download.

What is the catch you may ask? Well the only restriction on the copying of this great software and other media is that you must also share the rights of any derivative works that you create. That little catch is the primary protection and the fuel for the FLOSS software that keeps it going over the years.

This is the major difference between the Public Domain model and the FLOSS model of software development. Public domain intellectual property generally does not get developed further, as most people will just take what they need without giving back. The “share alike” Creative Commons licenses and the GPL are examples of licenses that ensure that the contributions are made back into the community.

There is the next large meeting of FLOSSK this Saturday at 14:00 at
the Technical Faculty in Prishtina and we want you all to come.

In America, we have an active culture of helping each other out, of
membership in non-profit organisations and of social activism. In
Kosovo, we are building such a culture for the open source movement.
The free software/open source movement in USA was for a very long time
the work of individuals, without support or help from the government.

For many years people worked on their own initiative, motivated by the
idea of creating a free operating system.

People in my Linux course ask me: how is it possible that there are so
many high quality programs available for free? It is because the
community built them.

Many people donating their time and energy for the common good. I ask
you to personally help out with this effort. There are many companies
and institutions who are looking at this moment for people who are
qualified to work with open source software, and to become active in
the community is a good start to become qualified.

The benefits are not direct, you do not get payed immediatly for your
efforts, but in the long them an investment of time will pay itself
off many times. It is only when many people selflessly work together
will we finally reach our goals. We cannot wait for money from outside
donors, or expect the goverment to pay for our food. But many of you
have time to chat, to play counterstrike, you have computers and
internet to download movies, you have money to drink coffee. I ask you
to sacrifice a small amount of these luxuries to help each other out.
Spending some time to help invite people to our group, printing
flyers, locating old computers for donations, and spreading the word
will all cost you little money but if we can find enough people to
help with this, we will all benefit.

We are working on getting computers, scholarships and money for the
best people that we find through this conference. Working on the
conference is the best way to present yourself and meet your future
employers in the IT undustry. Normally, you will not get support until
you do something yourself first. You need to do something for the
world and the world will respond.

The open source activists around the world are motivated, and they are
waiting for you to connect with them. You will find a huge network of
people who have similar interests all over the world.

We have gotten official support of the University of Prishtina and the
Government of Kosovo. Now we need to find more people to help out with
the conference. We need people to help with:

* Security guards for the conference. You will get a badge and
shirt with FLOSSK Security on it and help out with the confernce.
* Food preparation. We need to prepare food and snacks for our
guests. Ideally we would sell it outside the UP to collect money for
the project. You can donate some food that you cook yourself.
* Transportation. We need people to pick up people from the
airport. We need tour guides for visitors to Kosovo.
* Cleaning of conference venues
* Promoting/marketing. Concretely we need the following for the
marketing of the project :

Kosovo is missing one major thing to become a tourist attraction and a serious business partner:

I have started the process to naming the streets of Prishtina, even if there are many streets that have not been vectorized. I am recruiting more members to help with this process.
We need the ability to record positions on the ground, gps devices. Ideally ones with a camera or text entry ability. Some way to associate the location to the position.

Also, we need to ask people to donate their existing GPS datasets. Ideally just the set of street points that they have, in an anonymous fashion.
